València’s 2026 vehicle tax (IVTM) sets these car rates: €21.20 under 8 fiscal hp, €58.87 from 8 to 11.99, €128.05 from 12 to 15.99, €167.27 from 16 to 19.99, €219.01 from 20. An average car rated at 11.5 fiscal hp pays €58.87 a year and a large one at 17 hp, €167.27. The national minimum under section 95 for the 8 to 11.99 hp band is €34.08, so València applies a multiplier of 1.727 in that band, within the legal maximum of 2. It is paid by whoever is the registered owner on 1 January, to the town on the registration document; in the year of first registration it is pro-rated by quarter. The byelaw provides 3 kinds of relief, listed in the table below.

Multipliers to nine decimal places
València’s byelaw sets its rates with very precise multipliers, from 1.679 in the lowest band to 1.956 in the highest, so large cars pay proportionally more than small ones. The result is one of the lowest tables among big cities for mid-size cars: 58.87 euros between 8 and 11.99 hp, against 68.16 in Barcelona.
Relief looks at the technology: 75% for electric and hybrid cars, diesel hybrids included, and for LPG or natural gas, with no time limit while the conditions hold. You must be up to date with payments and apply before the end of the year. On the road, València’s zone only restricts unlabelled cars, in phases by town of registration.

Relief in the byelaw
