Estimate based on the byelaws and DGT criteria checked on 15 October 2026. The byelaw in force and, for the label, the DGT number-plate lookup have the final word. How we calculate

Since 1 January 2025 vehicles without a DGT label may not drive on any urban road in Madrid, inside the M-30 ring and beyond it, except on the M-40, M-45 and M-50 motorways, which are not city streets. Byelaw 2/2026 of 24 March opened a transitional regime on 7 April 2026 for cars registered in Madrid without interruption since 1 January 2022 and paying road tax here: they may drive outside Centro and Plaza Elíptica as long as nitrogen dioxide limits are met. The same provision lets unlabelled motorbikes, mopeds, vans and lorries drive on that condition, wherever they are registered. Inside the Centro district, formerly Madrid Central, B and C cars belonging to non-residents may only enter to reach a car park; ECO and zero-emission vehicles drive freely. At Plaza Elíptica only unlabelled vehicles are restricted. The fine is €200, or €100 if paid early, and number-plate cameras issue it.

Three layers you have to read together

The confusion in Madrid comes from overlapping zones. The municipal one, Madrid Zona de Bajas Emisiones, covers every street in the municipality and deals only with vehicles that have no label. On top of it, two special protection zones tighten the rule: Centro, where an out-of-town B or C car cannot drive through but only reach a car park, and Plaza Elíptica, the junction between Usera and Carabanchel that used to record the city’s worst nitrogen dioxide readings, whose inner streets are closed to unlabelled vehicles while the perimeter stays open.

What Byelaw 2/2026 changed

The regional high court struck down parts of the 2021 byelaw in 2024, and the council answered with an amendment passed on 24 March 2026 and published on 6 April. Its seventh transitional provision replaces the warning period the city government had extended to 31 December 2026: instead of letters without fines, cars with a stable Madrid address may drive, subject to air quality. The condition is public and measurable, so the risk is not a surprise fine but an announcement with six months’ notice.

For unlabelled lorries, vans and motorbikes the regime is wider: the council’s FAQ says they qualify wherever they are registered. Cars that do not meet the address requirement since 2022 remain fully banned.

Cameras and the windscreen sticker

Enforcement is by OCR cameras inside and on the M-30, linked to the environmental rating in the national vehicle register. Drivers of cars registered in another country should register them: a foreign vehicle has no DGT label and, unregistered, the system treats it as unlabelled. Before driving in from another province, check your label and, if you are heading to the centre, book a public car park.

What drivers ask

I live outside Madrid and my car has no label: can I use the M-40?

Yes. The M-40, M-45 and M-50 are not urban roads and sit outside the municipal zone, so you can drive around the city. What you cannot do is leave them for any Madrid street: since 1 January 2025 an unlabelled car registered elsewhere is banned from the whole municipality.

My unlabelled car has been registered in Madrid since 2019: can I be fined in 2026?

Not under Byelaw 2/2026 while its transitional regime lasts: since 7 April 2026 you may drive outside Centro and Plaza Elíptica if the car has been on Madrid’s register without a break since 1 January 2022 and on the local road-tax roll. If a monitoring station breaches the NO2 limits, the council will announce it and fines start six months later.

Can I ride an unlabelled motorbike in Madrid in 2026?

Yes, for now: since 7 April 2026 the seventh transitional provision of Byelaw 2/2026 lets unlabelled motorbikes, mopeds, vans and lorries drive, wherever they are registered, as long as NO2 limits are met. It does not apply in Centro or Plaza Elíptica, where an unlabelled vehicle still cannot enter except historic vehicles and those adapted for reduced mobility.
