Estimate based on the byelaws and DGT criteria checked on 15 October 2026. The byelaw in force and, for the label, the DGT number-plate lookup have the final word. How we calculate

Tarragona's low-emission zone covers the city centre, inside the perimeter of Avinguda Vidal i Barraquer, Avinguda Catalunya, Passeig Torroja, Passeig d'Espanya and Moll de Costa, among other roads. The byelaw was finally approved on 26 June 2025, published in the provincial and Catalan gazettes on 18 August 2025, and the zone took effect on 31 December 2025. It operates on working days that are not public holidays, from 7am to 7pm, and is enforced by 45 number-plate cameras. Vehicles with no label from outside Tarragona may only enter with a permit or one of 12 occasional entries a year. People registered as living in Tarragona whose vehicle is on the city's road-tax roll can drive in freely until 31 December 2026, and those living inside the zone until 31 December 2027. B-label vehicles can drive in freely until 31 December 2027 and will need a permit from 1 January 2028. A breach is a serious offence with a €200 fine, up to 30% more for a repeat offence. In June 2026 the council gave initial approval to an amendment that would raise occasional entries to 24 a year.

Deadlines by registered address

Tarragona’s byelaw, published in the provincial and Catalan gazettes on 18 August 2025, closes the zone to unlabelled vehicles not registered in the city on working weekdays from 7 am to 7 pm, unless they have a permit or use one of 12 accesses a year. Vehicles registered in Tarragona enter freely until 31 December 2026, and residents inside the zone until 31 December 2027. From 1 January 2028 B labels also need a permit.

An amendment in progress

The zone was suspended in February and March 2026 over the Rodalies rail problems and restarted on Monday 16 March. In June the council gave initial approval to an amendment that would raise accesses from 12 to 24 a year and let all residents in until the end of 2027; it is not in force. The 45 cameras read plates, so no sticker is needed. Inland, see Lleida.

What drivers ask

I live in Tarragona and my car has no label: can I drive into the zone?

Yes, until 31 December 2026, as long as you are registered as living in Tarragona and the vehicle is on the city's road-tax roll; registration is automatic. From 1 January 2027 you will need a permit under one of the exceptions. If you live inside the zone, the deadline is 31 December 2027, with parking in a single sector.

I'm visiting from elsewhere in a car with no label: what are my options?

There is no restriction outside operating hours (working days, 7am to 7pm). During those hours you get up to 12 occasional entries a year, granted automatically, or you can drive to a public car park signed up to the zone without asking for a permit first.

Until when can a B-label car drive in?

Until 31 December 2027 it can enter with no permit. From 1 January 2028 it will only be allowed in with a permit under one of the exceptions. One of them is entering a participating public car park, which grants an automatic permit. The 45 cameras read the plate, so no sticker is needed.
